I read it has something to do with 76's launch. Not sure if it's true, but knowing Bethesda, it wouldn't surprise me. It feels like we've been having this problem for about a month now. Even the creation club stuff is affected so people could buy stuff and not be able to download it. I had this problem, it might be exactly the same as what you had.
I found a fix on Reddit. After trying and failing to DL a mod, go to the main game menu and switch profile to guest which will create a duplicate user name with 1 at the end. Got back to mods and the game will crash to the dash Start the game up again and select your normal profile You should be able to download the mods I think that was it All you have to do is exit your game and restart your system and eventually it will start working again. No elaborate nonsense needed.
